Advancing the restructuring of the transportation sector to accelerate high-quality development in the freight industry

People’s Governments of all counties (cities, districts); Administrative Committees of the Urban-Rural Integration Demonstration Zone, High-Tech Zone, Guan Zhuang Industrial Zone, and Wolong Comprehensive Bonded Zone; and relevant departments of the Municipal People’s Government:

To optimize and adjust the transport structure, innovate transport organization models, enhance safety management standards within the industry, and accelerate the transformation, upgrading, and high-quality development of our city’s road freight industry,and to support the development of our city as a national comprehensive transportation hub and a sub-provincial center, in accordance with the spirit of documents such as the “Notice of the General Office of the Henan Provincial People’s Government on Issuing the Work Plan for Promoting High-Quality Development of Intermodal Transport and Optimizing and Adjusting the Transport Structure in Henan Province (2022–2025)” (Yu Zheng Ban [2022] No. 72), and in light of our city’s actual conditions, the following implementation opinions are hereby put forward.

I. General Requirements

(1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the work requirements of the province and city. Taking supply-side structural reform as the main thread and cost reduction, efficiency improvement, quality enhancement, and upgrading as the core, we will adhere to a combination of short-term and long-term approaches, address both symptoms and root causes, be led by reform, driven by innovation, and governed comprehensively. We will accelerate the formation of a safe, stable, economically efficient, green, and low-carbon road freight service system to promote the high-quality development of the city’s road freight industry.

(2) Work Objectives. Through efforts over the next 3 to 5 years, we aim to cultivate a group of leading and backbone enterprises in road freight, build a high-quality workforce, significantly improve the standardization of vehicle models, promote and popularize advanced transportation organization models, ensure the orderly development of the “Internet+Freight” business model, continuously improve working conditions for truck drivers, and further solidify the foundation for the industry’s stable development.

By 2025, the number of national Class A logistics enterprises will reach 30; 1 to 2 Class 5A enterprises will be attracted to establish operations in Nanyang, and 1 to 2 local Class 5A logistics enterprises will be prioritized for cultivation; the city’s total freight volume will reach 400 million tons, and freight turnover will reach 105 billion ton-kilometers.

II. Key Tasks

(1) Strengthening Cost Reduction and Efficiency Improvement

1. Promote administrative streamlining and decentralization in the freight sector. Optimize vehicle management services, adopt a problem-solving mindset, and effectively resolve the difficulties faced by out-of-town freight vehicles in transferring ownership to our city. Support freight enterprises in expanding their fleets to drive exponential growth in key economic indicators such as passenger and freight turnover and tax revenue.Simplify the annual review procedures for road transport business licenses; consolidate the annual inspection, annual review, and environmental inspection of freight vehicles to achieve a system where trucks undergo “one-stop inspection, one-time testing, single fee, and nationwide mutual recognition”;Utilize channels such as the “Road Transport Administration One-Stop Online Service” WeChat mini-program to enable online one-stop processing for 12 matters, including the renewal, replacement, and cancellation of road transport permits for freight vehicles; the replacement, renewal, modification, and cancellation of freight driver qualification certificates; and training for general freight drivers. Deepen the implementation of the “seamless approval” model to create an optimal business environment. 2. Standardize the installation of road traffic restriction facilities. Optimize truck traffic control by conducting a citywide survey of traffic restriction facilities on highways and urban roads, removing unreasonable traffic restrictions and speed limits, and strictly prohibiting the unauthorized installation of such facilities. Where installation is necessary, plan reasonable detour routes based on actual conditions and make them public. 3. Optimize traffic control for urban delivery vehicles. Further improve the coordination mechanism between the urban transportation department’s management of delivery capacity demand and the public security traffic management department’s vehicle traffic control. In accordance with the standards for establishing our city as a national model city for green freight and delivery, guide fuel-powered trucks to unload and distribute goods at logistics parks and distribution centers outside the city, and encourage the use of new energy trucks for urban delivery.Implement the requirements outlined in the “Guiding Opinions of the Ministry of Public Security on Optimizing and Improving the Management of Urban Delivery Truck Traffic” (Public Security Traffic Management [2020] No. 383) regarding “differentiated management measures for new energy delivery trucks, including extended operating hours and expanded access areas.” Continue to implement differentiated management for new energy delivery vehicles, providing greater preferential treatment in terms of operating hours and access areas.New energy vehicle models that meet urban delivery standards may operate in urban areas 24 hours a day on all road sections (excluding special road sections and peak hours). 4. Optimize highway traffic management. Deepen reforms of the toll road system, promote the integration of the Electronic Road Transport Permit and ETC card for trucks, and accelerate the rollout of non-stop toll collection for trucks. Streamline approval procedures for oversized cargo transport, reasonably plan primary routes for non-divisible oversized and over-dimensional vehicles, and improve the configuration of wide-lane facilities at highway toll stations. 5. Expand financing channels. Guide financial institutions to strengthen financing support for logistics enterprises, encourage the standardized development of supply chain finance, and leverage core enterprises to enhance financial services for upstream and downstream small and micro enterprises. Encourage financial institutions to proactively engage with freight logistics enterprises, utilize the comprehensive credit service platform for transportation and logistics re-lending, and promote the “Yuntong Loan” and “Xinyi Loan” models. (II) Innovate Transportation Organization Models

6. Promote intensive and efficient development. Accelerate the cultivation of leading enterprises in the freight sector and guide small and micro freight enterprises to form alliances and cooperate. General freight enterprises that have already obtained road transport operating permits will no longer be required to file reports when establishing branches or adding business outlets, thereby facilitating the release of internal transport capacity. Guide large manufacturing enterprises, construction companies, wholesale and trading enterprises, and internal logistics operations to transition into third-party logistics providers. 7. Promote drop-and-hook transport. Actively cultivate and attract trailer leasing enterprises; encourage industry associations and enterprise alliances to research and promote standard protocols for trailer interchange; innovate new models such as general truck leasing, trailer sharing, long-distance drop-and-hook operations, and containerized unitization; and support the development of a trailer information platform. 8. Encourage and regulate the development of “Internet+” new business models.Vigorously develop new road freight business models such as online freight services, with a focus on cultivating a group of leading online freight brands that possess strong innovation capabilities, standardized operational management, and high efficiency in comprehensive resource utilization. Leverage the strengths of online freight platform enterprises to enhance integrated online-offline service capabilities, strengthen the connection between supply and demand, and promote information sharing and resource integration among enterprises. 9. Accelerate the development of intermodal transport. Guide freight enterprises to actively explore and implement intermodal transport; encourage the shift of medium- and long-distance bulk cargo transportation from road to rail, water, and air; accelerate the transition from road to rail, road to water, and road to air; and further enhance the capacity for cross-modal resource integration.Actively promote the application and construction of multimodal transport demonstration projects, including the Nanyang China-Europe Railway Express “Single Bill of Lading” Road-Rail-Water Multimodal Transport Demonstration Project, the Zhongyu Guoxin Neixiang Coal Strategic Reserve Base Railway Sidings, the Municipal Comprehensive Road-Rail Logistics Base, the Neixiang Muyuan Smart Logistics Park Multi-Channel Road-Rail-Water Multimodal Transport Demonstration Project, and the Xixia County Road-Rail Multimodal Logistics Park Project.We will enhance transportation efficiency by leveraging multimodal transport demonstration projects as innovative achievements and best practices. We will promote the experience gained from these projects to effectively help enterprises reduce costs and improve efficiency, thereby driving the high-quality development of multimodal transport in our city. We will accelerate the construction of dedicated railway lines for “road-to-rail” projects, such as the Henan Muyuan Smart Logistics Park, and integrate and relocate dedicated lines in the city center at an appropriate time.Centered on the Tanghe Port Logistics Park, we will seize the opportunity presented by Henan’s efforts to revitalize inland waterway shipping. We will accelerate the Tangbai River navigation restoration project and the construction of inland ports such as Tanghe Port and Nanyang Port. We will strengthen cooperation with ports like Ningbo and Tianjin, organize rail-sea intermodal freight trains, and establish a key road-rail-water intermodal hub in southwestern Henan that connects with the “Belt and Road” Initiative and the Yangtze River Economic Belt.Leveraging the Ningxi Railway, the main navigation channel of the Tang River, and major highway arteries such as G312 and G328, we will achieve seamless integration of road, rail, and water transport to facilitate the shift of bulk commodities—including grain, minerals, construction materials, cotton, and oil—from road to water transport. 10. Enhance the Development of Rural Logistics. Taking the “Four Good” Rural Roads initiative and the integration of urban and rural transportation as key drivers, accelerate the construction of a three-tier logistics system at the county, township, and village levels. Deepen the integrated development of passenger, freight, and postal services; develop shared and centralized distribution; promote the expansion of express delivery services into rural areas; and guide enterprises to cultivate rural logistics service models tailored to local conditions, such as “integration of passenger and freight networks,” “integration of transportation and postal/express services,” ““online platform freight + rural logistics,” “e-commerce + rural logistics,” and “specialty industries + rural logistics,” continuously extend industrial chains, bridge the “last mile” logistics gap in mountainous and hilly areas, and support rural revitalization. 11. Address shortcomings in land-air intermodal transport. Leveraging Nanyang Airport, develop land-air intermodal transport, expand the domestic flight network, enhance cargo-carrying capacity in passenger aircraft bellies, attract air freight forwarding companies, launch all-cargo flight routes as appropriate, and strengthen the construction of airport customs clearance and inspection facilities.Innovate customs supervision models, explore new approaches such as off-site cargo terminals and pre-security screening, coordinate with Zhengzhou Airport to operate “truck flights,” and enhance connectivity with surrounding regions including the Guanzhong, Central Plains, and Middle Yangtze River urban clusters. Leverage these efforts to address shortcomings in the city’s air cargo sector, particularly international air cargo. (3) Strengthen Equipment Upgrades

12. Promote the adoption of advanced freight vehicle models. Actively advance the standardization of truck models, encourage the development of center-axle truck trains and box-type semi-trailers that comply with national standards, and promote the widespread use of 4G monitoring systems. Accelerate the transition to new energy or clean energy light-duty logistics delivery vehicles within urban built-up areas, and encourage the centralized planning and construction of dedicated charging facilities in logistics parks, development zones, and distribution centers.(Responsible Units: Municipal Transportation Bureau, Public Security Bureau, Industry and Information Technology Bureau, Market Supervision Administration, Housing and Urban-Rural Development Bureau, Natural Resources and Planning Bureau)

13. Accelerate the development of smart logistics. Support logistics parks and large-scale warehousing facilities in applying Internet of Things (IoT) technologies; encourage the installation of smart devices on freight vehicles; and accelerate the widespread adoption of digital terminal equipment. Accelerate the digital upgrade of cargo management, transportation services, and terminal facilities.Actively develop mechanized and intelligent multi-level warehouses, accelerate the adoption of the basic warehouse configuration of “information systems + shelving, pallets, and forklifts,” and promote the upgrade of single-level warehousing facilities to multi-level grid structures. Promote the application of smart parcel and mail lockers, and launch special campaigns to introduce these lockers into communities, government agencies, and schools. 14. Actively develop green logistics. Increase efforts to promote and apply new energy and clean energy transport vehicles within urban logistics networks and hub nodes, and build a supporting infrastructure network for new energy and clean energy sources with a moderate lead. Support transportation hubs and logistics centers in promoting and applying energy-efficient and environmentally friendly transport equipment, and accelerate the phasing out of outdated equipment with high energy consumption and emissions. Support delivery companies in using lightweight, high-strength packaging boxes and pilot the use of tape-free cardboard boxes to reduce the amount of packaging material used for mail and express parcels.(Responsible Units: Municipal Transportation Bureau, Market Supervision Administration, Postal Administration)

(IV) Strengthening Occupational Safeguards

15. Strengthen driver education and training. Implement regulations regarding online, offline, and cross-regional licensing examinations for general freight drivers, and enable online processing of integrity assessments for general freight driver licenses. Implement a differentiated continuing education system for road freight drivers, encourage road freight enterprises to organize continuing education for drivers, encourage trade unions and industry associations to widely conduct professional training, and support localities in providing re-employment training for drivers transitioning to new roles.(Responsible Units: Municipal Transportation Bureau, Human Resources and Social Security Bureau, Education Bureau, Municipal Federation of Trade Unions)

16. Regulate Labor Relations in the Road Freight Industry. Urge road freight enterprises to sign labor contracts with their hired truck drivers in accordance with the law and pay social insurance premiums; strengthen trade union organizations; improve the system of employee representative conferences; and safeguard the labor rights and interests of truck drivers. Conduct in-depth publicity campaigns on laws, regulations, and policies regarding labor relations; strengthen guidance on enterprise labor management; and guide enterprises toward standardized employment practices. Intensify labor law enforcement inspections, ensure unimpeded channels for reporting and complaints, and effectively protect the legitimate rights and interests of workers.(Responsible Units: Municipal Federation of Trade Unions, Nanyang Tax Bureau of the State Taxation Administration, Municipal Human Resources and Social Security Bureau, Municipal Transport Bureau)

17. Improve working and resting conditions for truck drivers. Plan and construct a number of comfortable, convenient, and affordable “Driver’s Homes” in highway service areas, logistics parks, and along ordinary trunk highways where conditions permit. Building on the 16 “Driver’s Homes” already established in our city, we aim to have more than 30 in operation by the end of 2023.Focusing on highway service areas, service areas (stations) along ordinary trunk roads, and freight terminals, we will crack down on illegal activities such as criminal gangs extorting “protection money” and stealing vehicle fuel and cargo. We will urge and guide the management units of highway service areas to further improve lighting and surveillance facilities in parking lots and other areas, creating a safer environment for truck drivers to park and rest. (5) Strengthen Comprehensive Governance

18. Strengthen the governance of over-limit and overloaded vehicles. Strictly enforce the standards for identifying over-limit and overloaded vehicles and the law enforcement procedures, and rigorously implement the “one violation, four penalties” policy (imposing penalties on the vehicle, driver, transport company, and operator of the freight facility involved in over-limit and overloaded transport). Install electronic surveillance systems on key sections and junctions of ordinary trunk roads, and accelerate the promotion and use of the “four-level networked” system for over-limit vehicle control and non-on-site law enforcement systems.Timely publicize enforcement and penalty information through multiple channels, and explore online and remote payment options for fines. Improve long-term mechanisms and emergency control measures to combat illegal attempts to bypass checkpoints, and promote the sharing of vehicle and enforcement information. 19. Implement Categorized and Tiered Management. Establish a categorized and tiered regulatory system for freight enterprises. Promote cross-departmental sharing of information regarding traffic violations, safety accidents, and other relevant data concerning road freight enterprises, vehicles, and drivers. Intensify joint disciplinary actions and targeted supervision against business entities with a history of violations and poor credit, and foster a healthy, orderly, and fair market environment. III. Support Policies

(I) Land Use Guarantees

20. Scientifically formulate land use plans.Incorporate the “1+3+N” freight logistics layout (i.e., constructing the Nanyang Comprehensive Logistics Distribution Center; developing three specialized logistics zones—the Nanyang Wolong Modern Logistics Zone, the Nanyang Modern Cold Chain Logistics Zone, and the Nanyang High-Speed Rail Commerce and Logistics Zone; and having each county [city, district] plan and construct distinctive logistics nodes based on local socioeconomic characteristics and needs) into the territorial spatial planning, and prioritize the allocation of annual land use quotas for freight logistics projects.

21. Land prices for logistics and warehousing sites shall be implemented according to industrial land standards. For high-quality projects with fixed-asset investments of 100 million yuan or more and annual tax revenue per mu reaching 110,000 yuan or more, the fiscal reward to the project entity shall be 10% of the original land price, capped at the amount retained as local tax revenue. (II) Fiscal and Tax Support

22. Support the clustering and development of freight logistics enterprises. Guide freight logistics enterprises in the central urban area to relocate from the city center to industrial parks for clustered development. For logistics projects entering the “One Center, Three Zones,” urban infrastructure development fees shall be levied according to industrial project standards. 23. Support the expansion and strengthening of freight logistics enterprises. Encourage large specialized transportation enterprises to expand and strengthen their operations to enhance competitiveness. Support transportation enterprises in adding heavy-duty, high-tonnage freight vehicles. Freight logistics enterprises that increase their fleet by 10 heavy-duty vehicles (12 tons or more) annually, based on their existing scale, will receive a reward of 50,000 yuan. 24. Accelerate the cultivation and expansion of the online freight industry. Freight logistics enterprises approved to build online freight platforms will receive a 300,000 yuan reward when their annual revenue first reaches 100 million yuan or more. Starting from the following year, for every additional 100 million yuan in revenue compared to the previous year, a 200,000 yuan reward will be granted, with the reward amount capped at the local tax retention. Support logistics enterprises in promoting the use of new energy vehicles; subsidy standards for promotion and application will be established separately. 25. Support the rapid development of intermodal transport. Intermodal transport projects selected for the provincial intermodal transport project repository will receive a one-time reward of 50,000 yuan; those successfully designated as provincial intermodal transport demonstration projects will receive a one-time reward of 1.5 million yuan; and those successfully designated as national intermodal transport demonstration projects will receive a one-time reward of 3 million yuan. 26. Support the integrated development of urban and rural transportation. Focusing on the bus-style transformation of rural passenger transport, the integrated development of rural passenger, freight, and postal services, and the informatization of rural transportation services, we will continue to advance the integrated development of urban and rural transportation infrastructure, passenger services, rural delivery and logistics systems, and freight and logistics services. A subsidy of 0.2 yuan per item will be provided for mail delivered to villages by delivery companies, and a subsidy of 0.2 yuan per item will be provided for social express deliveries resulting from cooperation between postal and express services.(Responsible Units: Municipal Transportation Bureau, Postal Administration Bureau, Finance Bureau)

For the above subsidy projects registered in counties (cities), the subsidy funds shall be disbursed by the county (city) finance department; for those registered in the central urban area, the subsidy funds shall be shared equally (50% each) by the municipal finance department and the finance department of the district where the entity is registered. This subsidy policy shall be implemented on a trial basis for one year from the date of issuance of this document.

Where existing municipal incentive policies conflict with this policy, the principle of “choosing the higher amount” shall apply.

IV. Support Measures

(1) Improve the Work Promotion Mechanism. Establish and improve a work promotion mechanism to accelerate the transformation and upgrading of the road freight industry and promote high-quality development; promptly study and resolve major issues to ensure the implementation of tasks. (2) Improve the Monitoring and Regulation Mechanism. Gradually improve the monitoring mechanism for road freight market operations, actively utilizing big data and other information technologies to enhance monitoring and analytical capabilities. Guide industry associations, research institutions, and other entities to strengthen market operation monitoring, regularly publish information on road freight market supply and demand conditions to the public, and promptly guide and reasonably regulate market transport capacity to promote a basic balance between supply and demand.(Responsible entities: Municipal Transportation Bureau, Development and Reform Commission, Commerce Bureau, Market Supervision Administration, Administrative Services and Big Data Administration; governments [administrative committees] of all counties [cities, districts])

(3) Foster a Positive Public Opinion Environment. Intensify policy publicity efforts, fully utilize various forms and channels to promptly address public concerns, strengthen positive guidance, and create a favorable public opinion atmosphere to promote the healthy and stable development of the road freight industry.
