Chapter I General Provisions
Article 1 In order to implement the "Guiyang City on further accelerating scientific and technological innovation to promote the high-quality development of the economy of a number of measures (Chufufu Fa [2020] No. 8)," "Guiyang Gui'an" five-year action program for scientific and technological innovation (Chufufu Fa [2021] No. 13)," "Guiyang City," and other documents. (hereinafter referred to as "Guiyang National Hi-tech Industrial Development Zone") and benchmarking incubator management, to support business incubation carriers and enterprises' technological innovation, and to improve the capability of independent innovation. The rules are hereby formulated to support the technological innovation of business incubators and enterprises, and to improve the capability of independent innovation, combining with the industrial development orientation of the zone.
Second Article Guiyang National Hi-tech Zone supports the high-quality development support project for business incubation and cultivation, which is a special governmental support project approved by the Management Committee of Guiyang National Hi-tech Zone according to the needs of Guiyang National Hi-tech Zone's industry, science and technology, and talents, and is used to promote the innovation, entrepreneurship and creativity of Guiyang National Hi-tech Zone's business incubation carriers and enterprises.
Article 3 Guiyang National Hi-tech Zone support business incubation to cultivate high-quality development support project funds is a kind of guiding funds to support business incubation carriers and incentives for enterprise technological innovation, by giving support to innovation and entrepreneurship main body of award-winning project landing incentives support, enterprise entrepreneurship project support, benchmark incubator support, and other support to attract more high-quality innovation and entrepreneurship resources convergence to Guiyang National Hi-tech Zone. Form a virtuous cycle of innovation and entrepreneurship ecology, promote the deep integration of talent, science and technology, and industry, and help the high-quality development of the regional economy.
Article 4: The award-winning projects shall be rewarded for winning the corresponding awards in the innovation and entrepreneurship competitions of Guiyang National Hi-tech Zone and above, and the entrepreneurial projects that are introduced into the zone shall be rewarded.
Article 5 The enterprise entrepreneurship projects and benchmark incubator recognition support in these rules adopt the post-subsidy method, i.e., the project undertaking unit first invests funds in the implementation of innovation and entrepreneurship projects, and the subsidy will be given after the project passes the inspection and acceptance.
Article 6 The implementation of these rules is under the guidance of Guiyang National Hi-tech Zone Administrative Committee, Guiyang Hi-tech Entrepreneurship Service Center (hereinafter referred to as the "Entrepreneurship Service Center") to take the lead in organizing the relevant departments to participate in the promotion of the relevant responsibilities.
Chapter II: Policy Support
Article 7: Award-winning Project Landing Incentive Support
(1) Objects of Support. Entrepreneurial projects that have won the third prize or above in Guiyang National Hi-Tech Zone and above Innovation and Entrepreneurship Competition and have been introduced to our region within two years from the time of winning the prize.
(2) Reward standard. Incentives will be given according to the amount of money awarded to the project. The third prize and above of the Grand Final of the Competition will be awarded 20,000 yuan; the same project awarded by different competitions can choose the highest level of prize money to apply for awards, and the same project and the same enterprise will only be awarded once.
Article VIII Support for Corporate Entrepreneurship Programs
(1) Support Objects. Entrepreneurial enterprises incubated in Guiyang National Hi-tech Zone.
(2) Support amount and implementation cycle. The amount of support for a single business start-up project is 100,000 yuan, and the construction period generally does not exceed three years.

Project implementation period through the acceptance of the funding allocated, before the expiration of the period can apply for early acceptance.
Article IX: Support for the Recognition of Benchmark Incubator
(1) Objects of Support. Incubator operating units that have been recognized as benchmark incubators in Guiyang National Hi-tech Zone.
(2) Support amount and implementation cycle. The support amount for a single benchmark incubator construction project is 300,000 yuan, and the construction period generally does not exceed two years.
(iii) Support Mode. Project post-subsidy support. By the construction and operation of the main body of the first set up and run, Guiyang Hi-tech Zone merit support. Construction period through the assessment and acceptance of the allocation of funding, before the expiration of the period can apply for early acceptance.
Chapter III Reporting Conditions
Article X Conditions for Awarded Project Landing Incentive Support
(1) The declared project shall meet one of the following conditions:
1. Obtaining the official awards set by the finals of innovation and entrepreneurship competitions of the national, provincial, municipal, or Guiyang Hi-Tech Zone related departmental organizers;
2. , provincial or municipal level or the official set awards of the finals of the innovation and entrepreneurship competitions organized by the innovation and entrepreneurship institutions recognized by the relevant departments of Guiyang National Hi-Tech Zone.
(2) The main body of the declaration shall be an enterprise newly registered in our region that has won an award in the above Innovation and Entrepreneurship Competition. The enterprise shall have the main person in charge of the award-winning project as one of the shareholders, and the proportion of the award-winning team members shall be higher than the sum of the shares held by the non-project members, and the scope of the enterprise's business and the content of the project to maintain the same or similar business areas.
Article XI Conditions for Supporting Enterprise Entrepreneurship Projects
The application for support of enterprise entrepreneurship projects in Guiyang National High-Tech Zone shall meet the following conditions:
(1) The project reporting unit shall be an enterprise with independent legal personality, which shall apply for industrial and commercial registration and tax registration and pay tax according to law in Guiyang National High-Tech Zone, and shall be incubated in the incubator (crowdsource space) filed with the record of Guiyang National High-Tech Zone;
(2) The project shall be submitted to the government for approval. Incubation;
(b) the project reporting unit registered in principle not more than 6 years;
(c) the project reporting unit's business scope and the content of the declared project to maintain the same or similar business areas, should have the basic capital appropriate to its entrepreneurial plan, the declared project should be in line with the Guiyang National Hi-tech Industrial Development Policy Guidelines, has a better industrialization, commercialization prospects The attribution of relevant intellectual property rights should be clear and unambiguous, with no intellectual property disputes;
(4) The founder of the enterprise as the person in charge of the project, and meets one of the following conditions:
1. Equity interest held by the founder of the enterprise is not less than 20%;
2. The first major shareholder of the enterprise among the natural persons is the founder;
3. Equity interest held by the entrepreneurial team among the enterprise shareholders is not less than 30% in total. equity in total is not less than 30%.
(e) Other conditions specified in the annual filing notice and guidelines.
Article 12 Conditions for Recognition and Support of Benchmark Incubator
The following conditions shall be met for applying for recognition and support of Guiyang National Hi-tech Zone's Benchmark Incubator:
(1) The declaring organization shall be a provincial-level or above science and technology business incubator operating organization, which shall apply for industrial and commercial registration, tax registration and tax payment in Guiyang National Hi-tech Zone according to the law, and whose statistical relationship shall be in Guiyang Hi-tech Zone. The professional direction of the electronic information manufacturing industry, advanced equipment manufacturing industry, new energy automobile industry leading industries of professional incubators can be relaxed to district-level and above science and technology business incubator operating institutions.
(ii) Have other conditions specified in the annual declaration notice and guidelines.
Chapter IV Implementation Procedures
Article 13 The award-winning project landing incentive support shall be organized and implemented in accordance with the following procedures:
(1) Announcement. The Pioneer Service Center shall issue a declaration notice in conjunction with the industrial and talent development plan of Guiyang National Hi-tech Zone and the introduction of landing projects.
(2) Application. The applicant shall prepare relevant materials according to the requirements of the declaration notice and submit them to the PSC for preliminary examination.
(3) Project screening. The Center for Entrepreneurial Services organizes business mentors, industry experts, etc. to screen the declared projects and put forward supportive opinions.
(4) Social publicity. To meet the award conditions of the application object, to the social publicity for 7 days. Objection to the publicity period, in the publicity period to the Center for Entrepreneurial Services put forward written objections, the Center for Entrepreneurial Services within 15 working days of the objections to investigation and verification.
(E) Funding. Pioneering service center will be publicized without objection, or objection but verification of the list of applications and the amount of subsidies, etc. in accordance with the procedures for approval, apply for the disbursement of funds for incentives.
Article 14 The enterprise entrepreneurship projects and benchmarking incubator support are organized and implemented in accordance with the following procedures:
(1) Issuing notice. Combined with the industrial, scientific and technological, and talent needs of Guiyang National Hi-tech Zone, the Center for Entrepreneurial Services organizes and carries out enterprise entrepreneurship projects and benchmark incubator recognition and declaration and releases the declaration guidelines respectively every year.
(2) Submission of application. Project reporting unit in accordance with the requirements of the reporting guidelines, prepare and submit project reporting materials, reporting unit of the authenticity of the reporting materials, accuracy, completeness is responsible for; declared that the project should have the conditions for the implementation of the project, clear project construction content, implementation cycle and funding plan. (3) project evaluation. (v) Signing of mission statement. After the public announcement of no objection, or have objections but verification is not established to complete the required procedures for the project, by the Center for Entrepreneurial Services in accordance with the procedures for approval, and the project undertaking units to sign the project mission statement, and to ensure that the signed statement of responsibility with the financial subsidies for the matters matching the financial funds.
(VI) Project implementation. Project undertaking unit in accordance with the provisions of the project task book to organize their own implementation and management. Project implementation process by the entrepreneurial service center for project implementation tracking.
(VII) Project Acceptance. After the project reaches the relevant implementation objectives by the project unit to the Center for Entrepreneurship Service Center to submit an application for acceptance. (viii) Announcement of results. Project acceptance results, by the Center for Entrepreneurial Services in accordance with procedures to the public, the publicity period of 7 days.
(IX) Funding. After the public announcement of no objection and through the acceptance of the project, by the district entrepreneurship service center in accordance with the procedures for allocation of high-tech financial funds for approval, to the district financial sector to apply for the disbursement of incentives to the project undertaking unit. The support funds will be utilized by the project undertaking unit in a coordinated manner for expenditures related to the operation of the enterprise and the incubator. Funds will not be disbursed for projects whose acceptance results in the completion of the project.
Chapter V Supervision and Inspection
Article 15 The support recipients enjoying these measures shall abide by the national laws and regulations, operate legally, be responsible for the authenticity, completeness, validity and legality of the submitted information, and sign the relevant undertaking and sign the relevant undertaking.
Article 16 The Center for Entrepreneurial Services is responsible for carrying out the project and acceptance assessment, project verification, etc. For matters that need to be entrusted to a third-party agency to assist, in strict accordance with the "People's Republic of China Government Procurement Law" and other laws and regulations, and do a good job of performance evaluation, and improve the effectiveness of the use of financial funds.
Article XVII of the use of funds and management shall comply with national laws and regulations, policies and regulations, and the strict implementation of the financial funds management system, accept the supervision of relevant departments.
Article XVIII of the enterprise there are malicious wage arrears, malicious debt evasion and other behavior or the occurrence of major violations of laws and regulations, large group incidents, large quality and safety production accidents, can not enjoy the support content of these rules.
Article 19 of the existence of false applications, fraudulent funds and other violations of law, will be in accordance with the law and regulations to recover the support funds, by the relevant units to pursue their legal responsibilities, and permanently no longer accept their applications for support funds.
Article 20 of the rules in line with the provisions of the support object at the same time in line with the provisions of the District's other support policies (including the higher authorities require local matching or burden of funding policy provisions), in accordance with the same level of finance, the same type of matter on the principle of high and not duplicated to be supported, except as otherwise provided.
Chapter VI Supplementary Provisions
Article 21 The subsidies for entrepreneurial projects with an important role in driving or outstanding contribution to the identification of the benchmark incubator, according to the specific circumstances of the case in accordance with the "one-issue" study to determine the subsidies.
Article 22: Miscellaneous matters shall be separately agreed upon in the project mission statement.
Article 23 These rules shall come into force on the date of publication, and the right of interpretation shall be vested in the Administrative Committee of Guiyang National Hi-tech Zone, and the problems in the process of implementation shall be interpreted by the Center for Entrepreneurial Services.
