To thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China, to thoroughly implement the spirit of General Secretary Xi Jinping’s important speech delivered during his inspection tour of Guangdong, to vigorously implement the innovation-driven development strategy, and to effectively implement the “Notice of the Jieyang Municipal People’s Government on Issuing Several Measures to Promote the Optimization and Upgrading of Industrial Enterprises in Jieyang” (Jie Fu [2021] No. 32) andthe “Notice of the Jieyang Municipal People’s Government on Issuing the ‘1+1+12’ Policy Framework for Promoting Industrial Development in Jieyang” (Jie Fu Gui [2020] No. 3),the "Notice of the Jieyang Municipal People’s Government on Issuing Several Policy Measures to Further Promote Scientific and Technological Innovation in Jieyang" (Jie Fu [2019] No. 40), and the "Notice of the People’s Government of Rongcheng District, Jieyang City, on Issuing Several Policy Measures to Support Enterprise Listing and Development" (Jie Rong Fu [2018] No. 21),to accelerate the advancement of scientific and technological innovation capabilities, enhance the momentum and core competitiveness of industrial development, promote the optimization and upgrading of traditional industries, and strive to build a strong industrial district along the coastal economic belt, the following measures are hereby formulated in light of the actual conditions of our district.
I. Support the Development of a Science and Technology Enterprise Incubation and Cultivation System. Utilize high-tech to transform traditional industries and foster strategic emerging industries; identify science and technology-driven small and medium-sized enterprises (SMEs); and establish an incubation and cultivation system centered on enterprises’ sustained innovation and growth capabilities, progressing from “Science and Technology-Driven SMEs → High-Tech Enterprise Candidates → High-Tech Enterprises → Innovative Enterprises.” Cultivate innovative core leading enterprises and encourage qualified science and technology innovation service institutions or science and technology consultants to participate in the incubation and cultivation of science and technology enterprises.Enterprises within the district that are newly recognized as high-tech enterprises and fall under the “Four Major Categories” (industrial enterprises above designated size, service enterprises above designated size, trade enterprises above designated size, and construction enterprises with relevant qualifications) will receive a one-time reward of 250,000 yuan; those not in the “Four Major Categories” will receive a one-time reward of 150,000 yuan. II. Guide enterprises to pursue a “Specialized, Refined, Distinctive, and Innovative” development path. Promote the development of enterprises toward specialization, distinctiveness, refinement, and innovation, and support enterprises in our district in applying for and obtaining recognition as national-level “Little Giant” specialized, refined, distinctive, and innovative enterprises and provincial-level specialized, refined, distinctive, and innovative small and medium-sized enterprises.Strengthen support for existing SPETN enterprises in areas such as land use, financing, and policy assistance. Guide these enterprises to deeply cultivate niche markets, enhance key technological capabilities, improve innovation capacity, master core technologies, resolve industry “bottleneck” challenges, and accelerate the formation of a group of high-end, cutting-edge representative enterprises with independent innovation capabilities and intellectual property rights.(Lead Agency: District Bureau of Industry, Information Technology, and Commerce; Responsible Agencies: District Science and Technology Bureau, Finance Bureau, and People’s Governments (Offices) of all towns (subdistricts))
III. Strengthen Regional Collaborative Innovation in Science and Technology. Relying on the municipal action plan for integration and alignment with the Guangdong-Hong Kong-Macao Greater Bay Area’s science and technology innovation initiatives, we will collaboratively conduct basic research and tackle key core technological challenges; support enterprises in partnering with universities and research institutions to establish national and provincial-level technology innovation centers, industrial innovation centers, and manufacturing innovation centers, and strive to secure financial support and subsidies from provincial and municipal governments;Support enterprises in our district in collaborating with renowned universities, research institutions, and enterprises in Hong Kong, Macao, and around the world to jointly build science and technology innovation incubation platforms, facilitating the commercialization of major scientific and technological achievements; vigorously support science and technology enterprise incubators and startup incubation bases, and develop new incubation models such as maker spaces, maker workshops, and startup cafes; provide a one-time post-grant subsidy of 200,000 yuan to science and technology enterprise incubators (maker spaces) that house 20 or more incubated enterprises and have been recognized by national or provincial documents.Support the establishment of innovation and entrepreneurship bases for Hong Kong and Macao youth in our district; such bases may be recognized as provincial-level technology enterprise incubators in accordance with provincial requirements and enjoy relevant preferential policies. Prioritize the allocation of planned land and other resources for universities, research institutions, high-level hospitals, and national key laboratories that establish branch campuses, institutes, or branches in Rongcheng District. IV. Promoting the Development of a District-wide Innovation Talent Hub. Adjust and optimize the district’s major talent programs, strengthening coordination and synergy between these programs and major science and technology initiatives as well as talent programs at all levels; treat introduced talent and local talent equally. Prioritize resolving issues related to entry and exit, residence, spousal relocation, children’s education, household registration, housing, medical care, and financial services for high-level talent to attract more outstanding talent to Rongcheng for innovation and entrepreneurship.Strengthen the pivotal role of entrepreneurs in scientific and technological innovation. V. Cultivate a cohort of enterprises that meet scale criteria and strengthen the capacity of research and development market entities. Establish a cultivation pool for key enterprises transitioning from small-scale to scale-compliant status, and encourage, guide, and support small and micro industrial enterprises in scaling up their operations to foster a new generation of forces for scientific research and innovation.Implement provincial incentive funds for promoting the scaling up of small and micro industrial enterprises. Provide universal incentives to industrial enterprises that newly meet the scale criteria in a given year, as well as those that not only meet the criteria but also achieve an industrial value-added growth of over 10% in the following year. VI. Strengthen Universal Support for Enterprise Innovation. Implement fiscal subsidy policies for enterprise R&D, guide enterprises to establish R&D reserve fund systems, and continuously incentivize enterprises to increase R&D investment. Enterprises recognized as provincial-level or higher engineering technology research centers or enterprise technology centers will receive a one-time construction subsidy of 50,000 yuan; those recognized as municipal-level engineering technology research centers or enterprise technology centers will receive a one-time construction subsidy of 20,000 yuan;Those recognized as provincial-level or municipal-level new R&D institutions shall receive construction funding subsidies of 400,000 yuan and 100,000 yuan, respectively; those recognized as national-level or provincial-level (enterprise) key laboratories shall receive construction funding subsidies of 600,000 yuan and 250,000 yuan, respectively. VII. Support for Enterprises to Implement Technological Upgrades.
(1) Promoting Provincial-Level Technological Transformation Projects. Support industrial enterprises above designated size in updating and upgrading equipment, as well as introducing and purchasing advanced equipment (including supporting software, such as CAD, CAE, and other industrial software compatible with project equipment). Vigorously develop smart manufacturing equipment, encourage enterprises to optimize production conditions, promote the digitization of production equipment, and improve product quality and labor productivity.For equipment renewal projects of industrial enterprises above designated size that meet the eligibility criteria for provincial special funds, ex-post subsidies will be provided from provincial special funds at a rate not exceeding 30% of the equipment purchase cost. A one-time supplementary subsidy equal to 10% of the equipment purchase amount approved for the enterprise’s provincial special fund project will be granted, with the total subsidy per project not exceeding 1 million yuan (including district-level matching funds). The supplementary subsidy funds will be jointly borne by the municipal and district-level finances at a 1:1 ratio.
(2) Support for Municipal-Level Technical Renovation Projects.Focusing primarily on industrial enterprises above designated size associated with Jieyang City’s “8+3” strategic industrial clusters, projects that have not received support from provincial or municipal special funds, have fixed-asset investments of 5 million yuan or more, and meet the eligibility criteria with equipment purchase amounts of no less than 2 million yuan will be eligible for ex-post subsidies of up to 25% of the equipment purchase amount. The subsidy funds will be jointly borne by the municipal and district-level finances in a 1:1 ratio.
(3) Implementing Rewards for Technical Upgrades and Capacity Expansion. Promote the enhancement of quality and efficiency in ex-post rewards for technical upgrades of industrial enterprises above designated size, establish exemplary models of enterprise technical upgrades, and demonstrate and drive the coordinated development of enterprises along the industrial chain.For industrial enterprises above designated size that have received post-project rewards for technical transformation equipment from provincial or municipal authorities, and whose average annual growth rate of total industrial output value exceeds 10% for two consecutive years starting from the year of project completion evaluation, a reward of 5% of the equipment purchase amount approved in the enterprise’s provincial or municipal technical transformation project application will be granted. The maximum reward amount shall not exceed 500,000 yuan (including district-level matching funds), and the reward funds will be jointly borne by the district and municipal-level finances in a 1:1 ratio.

VIII. Support for the Implementation of Major Science and Technology Projects. In line with the district’s strategic deployment to accelerate the cultivation and development of strategic emerging industries and promote the transformation and upgrading of traditional industries, support will be provided for the industrialized R&D of key generic technologies, cutting-edge leading technologies, and modern engineering technologies, as well as for the industrialization of major scientific and technological achievements such as comprehensive and disruptive innovation demonstration projects. Enterprises in the district that undertake provincial or municipal major science and technology projects in the previous year will be awarded 150,000 yuan and 100,000 yuan, respectively.(Lead Agency: District Science and Technology Bureau; Responsible Agency: District Finance Bureau)
IX. Support Industry-Academia-Research Collaboration to Promote the Transformation and Industrialization of Scientific and Technological Achievements. Leveraging the construction of several municipal technology transfer centers, the service functions of the Municipal Association of High-Tech Enterprises, and the municipal “Internet Plus Science and Technology Innovation” service platform, we will enhance our district’s scientific and technological service capabilities and foster the aggregation of innovation resources. We will promote industry-academia-research collaboration and support enterprises in collaborating with universities and research institutes to conduct joint research and development, the transfer, transformation, application, and promotion of scientific and technological achievements, as well as the research and formulation of standards.We will enhance the motivation for the transformation of scientific and technological achievements by encouraging enterprises to establish sound incentive and distribution mechanisms. Enterprises should fully utilize methods such as equity sales, equity rewards, stock options, and performance-based bonuses to incentivize scientific and technical personnel to engage in the transformation of scientific and technological achievements. We will pilot reforms regarding the ownership of scientific and technological achievements: for horizontal projects obtained by universities and research institutions through market-based commissions, it may be agreed that the ownership of the resulting achievements belongs to the scientific and technical personnel;For new scientific and technological achievements generated using public funds, universities and research institutions may jointly apply for intellectual property rights with scientific and technical personnel and grant ownership of the achievements to them, in accordance with the principle of enhancing the efficiency of achievement transformation. X. Promote the Deep Integration of Science, Technology, and Finance. Relying on the Municipal Science and Technology Finance Service Center, establish a mechanism to match enterprises’ innovation financing needs with information from financial institutions and venture capital firms, and make information regarding the financing needs of high-tech enterprises, science and technology-based small and medium-sized enterprises (SMEs), and enterprises undertaking provincial and municipal key R&D projects available to financial institutions and venture capital firms.Banks are encouraged to develop specialized technology-focused credit services and innovate external investment-lending linkage models. The positive role of the science and technology risk reserve fund should be maximized to increase credit support for technology-based SMEs, thereby alleviating the difficulties and high costs of financing for private technology-based SMEs. The District Finance Bureau shall explore the establishment of the Rongcheng District Science and Technology Innovation and Entrepreneurship Venture Capital Fund, effectively coordinate with the provincial innovation and entrepreneurship fund, prioritize support for early-stage technology-based enterprises, and guide more social capital to boost innovation and entrepreneurship.Vigorously develop the fintech industry, attract fintech enterprises and talent to settle in the district, and support the application of new technologies such as cloud computing, big data, blockchain, and artificial intelligence in the financial sector. XI. Strengthen the Guarantee of Land for Scientific Research. Prioritize land allocation for major science and technology projects, and actively seek support from the provincial and municipal governments for additional land use plan quotas for new non-profit science and technology projects. For projects utilizing land from “three olds” (old urban areas, old villages, and old factories) renovation for science and technology innovation, applications may be submitted to the province in accordance with relevant regulations to request additional construction land plan quotas as an incentive.For the construction of major science and technology infrastructure, provincial laboratories, high-tech enterprises, as well as new R&D institutions, science and technology business incubators, and maker spaces through “three olds” renovation, provided that infrastructure capacity requirements are met, floor area ratio restrictions for land parcels shall be appropriately relaxed in accordance with the law, and planning approval times shall be shortened.Real estate and land used by national- and provincial-level science and technology enterprise incubators (including national-level science and technology enterprise incubator cultivation units) and nationally registered maker spaces—whether for their own use or provided to incubated entities—shall be exempt from property tax and urban land use tax. XII. Strengthen the Development of Research Integrity and Ethics. Establish and improve a research integrity management system with clearly defined responsibilities and efficient coordination; advocate for a sound academic atmosphere; promote the spirit of scientists; and strengthen education on research integrity and ethics for researchers. Researchers shall uphold correct academic values, overcome impatience, remain indifferent to fame and fortune, devote themselves to research, strictly adhere to research ethics standards, and must not cross the bottom line of research integrity and ethics.Support research on scientific ethics and morality, continuously improve relevant rules and regulations, and further strengthen expert evaluation, review, supervision, investigation and handling, and emergency response regarding scientific ethics and morality. In cutting-edge fields such as life sciences, medicine, and artificial intelligence, as well as in research activities that pose potential threats to society or the environment, a scientific ethics commitment system shall be implemented prior to project approval; projects that do not sign a scientific ethics commitment letter shall not be approved.Units engaged in biomedical research involving human subjects or in the production and use of laboratory animals shall establish ethics committees in accordance with relevant national regulations, enhance awareness of research ethics, fulfill their primary management responsibilities, strictly enforce relevant laws and regulations, and adhere to internationally recognized research ethics norms and bioethical principles.Strengthen the cross-departmental and cross-regional sharing of research integrity information; adopt a zero-tolerance policy toward serious violations of research integrity and ethical requirements, and implement lifelong accountability and joint disciplinary measures; where criminal or illegal activities are suspected, cases shall be promptly transferred to judicial authorities for handling in accordance with the law. XIII. Continuously intensify reforms to streamline administration, delegate power, and improve services in the science and technology sector. Reform the organizational management and project formation mechanisms for scientific research; explore new organizational models such as targeted organization, parallel support, and open challenges with bounties; and gradually explore opening applications to the entire country, particularly the Guangdong-Hong Kong-Macao Greater Bay Area, with year-round acceptance and centralized project pooling to attract major institutions and research teams to establish operations here.Streamline the process management of research projects and reduce various activities such as evaluations, inspections, spot checks, and audits during the project implementation cycle. Implement mutual recognition of supervision, inspection, and evaluation results for the same project within the same year to avoid duplicate and overlapping inspections. In accordance with the municipal financial management measures for research project funds, there shall be no proportional restrictions on human resource costs, and the authority to adjust direct costs shall be fully delegated to the project-bearing units.Science and technology, finance, and other relevant departments should coordinate and cooperate, each fulfilling their respective duties, to ensure the timely disbursement of research funds. Project-bearing units should enhance their service awareness and capabilities, reduce bureaucratic red tape, and facilitate the reimbursement of research funds for researchers in accordance with regulations; researchers should strengthen their sense of responsibility and integrity, and strictly use research funds within the prescribed scope and standards.Funding management measures for lateral projects independently formulated by universities and research institutions may serve as the basis for evaluations, inspections, and audits, and may be subject to a classification management approach distinct from that of fiscal research funding; surplus funds from lateral projects may be fully allocated as rewards to project team members, and remuneration and reward expenditures for scientific and technical personnel under lateral projects shall be accounted for separately from the approved total performance-based salary quota of the unit.Projects in the categories of fiscal planning, thematic research, and science and technology services and management that universities and research institutions obtain through bidding or the procurement of services may be managed as horizontal projects. XIV. Strengthen Capacity Building in the Science and Technology System. Increase investment in capacity building within the science and technology system to promote industry-academia-research collaborative innovation, science and technology innovation training, and internal capacity development; such funds shall be included in the District’s annual fiscal budget. XV. Promote the “Cloud and Platform Adoption” of Industrial Enterprises. Support industrial enterprises in actively implementing “cloud and platform adoption” across core areas such as R&D and design, production control, business management, and after-sales service to carry out digital transformation and upgrading. XVI. Support Enterprise Listing and Development. Implement special funding support for listed enterprises. Provide 10 million yuan in special funding support to each enterprise listed on the Main Board; 8 million yuan to each enterprise listed on the SME Board; 5 million yuan to each enterprise listed on the Growth Enterprise Market (GEM); and 1 million yuan to each enterprise listed on the National Equities Exchange and Quotations (NEEQ);Enterprises listed on the STAR Market will receive 5 million yuan in special funding support per company; enterprises planning to list overseas (including Hong Kong, Macao, and Taiwan regions) but where the listing entity, business operations, assets, follow-on investments from listing proceeds, and tax payments are all based within our district will receive 4 million yuan in special funding support. XVII. Standardize and deepen supply chain financial innovation. Actively leverage the role of provincial supply chain instruments such as the “SME Financing” program, strengthen data collaboration with core enterprises in industrial chains, empower the creditworthiness of upstream and downstream SMEs based on authentic business data, facilitate financing for SMEs, effectively shorten accounts receivable cycles, and prevent high-interest arbitrage. XVIII. Optimize policies for enterprise resumption of work and production. Establish and improve a “whitelist” system for key enterprises—including those ensuring operational support, producing epidemic prevention materials, maintaining continuous production, operating within industrial and supply chains, major foreign-invested and foreign trade enterprises, and “specialized, refined, distinctive, and innovative” SMEs—to facilitate their resumption of work and production.Timely summarize and promote best practices such as “point-to-point” transportation, contactless handover, and green channels; refine and concretize service measures for “whitelist” enterprises; promote coordination between central and provincial authorities and mutual recognition among regions; and collaboratively facilitate the resumption of work and full production capacity for enterprises in industrial and supply chains.Actively guide all towns (subdistricts) to fulfill their local responsibilities; when an outbreak occurs, encourage eligible enterprises to adopt closed-loop production to ensure stable operations, and in principle, do not require them to suspend production; provide guidance on epidemic prevention and control; strengthen services regarding the return of employees to work, logistics support, and coordination with upstream and downstream partners; and minimize the impact of the epidemic on enterprises’ normal production and operations.
