Measures for Rewarding High-Quality Development of the Culture and Tourism Industry in Quanjiao County
I. General Provisions
Article 1 To accelerate the development of all-for-one tourism, promote the high-quality development of the county’s cultural and tourism industry, and support rural revitalization, in accordance with the “Opinions of the CPC Anhui Provincial Committee and the People’s Government of Anhui Province on Deepening the Integration of Culture and Tourism, Highlighting the Unique Charm of Anhui, and Accelerating the Construction of a High-Quality Tourism Power Province” (Wan Fa [2023] No. 12),the “Chuzhou City Tourism Industry Development Incentive Measures” (Chu Wenlv Fa [2020] No. 39), and the “Notice on Issuing the ‘Chuzhou City Special Incentive Measures for Attracting Self-Drive Tours’” (Chu Lv Gai [2021] No. 2), these Measures are formulated to fully leverage the guiding and supportive role of tourism development funds, in accordance with the actual conditions of our county.
II. Funding Sources and Scope of Incentives
Article 2 In principle, the county finance department shall allocate no less than 10 million yuan annually for the tourism development special fund.
Article 3 These Measures apply to eligible relevant units in Quanqiao County, as well as legally registered cultural and tourism enterprises, cultural and tourism practitioners, and social organizations within the county.
III. Award Standards
Article 4 Support for Brand Development
(1) Industry Brands
A one-time reward of 500,000 yuan and 200,000 yuan shall be granted, respectively, to cultural industry parks (demonstration parks, demonstration bases) newly designated as national-level or provincial-level.
Performance groups that conduct “Intangible Cultural Heritage in Scenic Areas” themed performances free of charge will receive a subsidy of 4,000 yuan per performance; such performances must be approved by the County Culture and Tourism Bureau.
(2) New Business Format Brands
1. Entities newly designated as national-level or provincial-level nighttime cultural and tourism consumption clusters shall receive one-time rewards of 500,000 yuan and 300,000 yuan, respectively. Entities newly designated as national-level or provincial-level leisure tourism districts shall receive one-time rewards of 500,000 yuan and 300,000 yuan, respectively.
2. For towns, villages (parks, sites) newly designated as demonstration zones for leisure agriculture and rural tourism, a reward of 300,000 yuan will be granted for national-level designations and 100,000 yuan for provincial-level designations. For facilities newly designated as national- or provincial-level forest health and wellness bases, a reward of 300,000 yuan will be granted for national-level designations and 100,000 yuan for provincial-level designations.Newly designated national five-star, four-star, and three-star premium enterprises in leisure agriculture and rural tourism will receive one-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. Newly designated Class A, Class B, and Class C tourist homestays will receive one-time rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. In accordance with the requirements of higher-level competent authorities, newly emerging business models and brands will be included in the scope of rewards and subsidies simultaneously.
Article 5: Support for Service System Development
(1) Construction of Tourism Shopping Centers. Any tourism shopping mall or specialty store located in easily accessible areas such as transportation hubs, scenic areas, or tourist attractions—provided it features a reasonable layout and attractive storefront, primarily sells local agricultural, sideline, and specialty products as well as tourism merchandise, and includes promotional displays highlighting the county’s tourism resources—shall be eligible for a one-time reward after operating normally for at least one year, upon application to the County Tourism Guidance Committee and successful inspection.For operating areas between 100 and 300 square meters, a reward of 50 yuan per square meter shall be granted; for operating areas exceeding 300 square meters, a reward of 80 yuan per square meter shall be granted.
(2) Construction of Tourist Reception Centers. New facilities constructed in accordance with A-level tourist attraction standards, including service halls, parking lots, and public restrooms, that provide consultation and guidance services to tourists for no fewer than 200 days per year. Upon review and approval by the County Tourism Steering Committee, a one-time reward of 500 yuan per square meter will be granted based on the reception center’s floor area, with a maximum reward not exceeding 100,000 yuan.
(3) Tourism Signage and Wayfinding Systems.For tourism road signage projects and on-site tourist wayfinding systems constructed in accordance with provincial-level or higher standards, where prior application and approval have been obtained for National 3A-level or higher tourist attractions, a reward based on the actual investment incurred shall be granted. Specifically, attractions approved as National 5A-level, 4A-level, and 3A-level tourist attractions shall receive rewards of 100%, 80%, and 50% of the actual investment, respectively, with maximum rewards not exceeding 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively.
Article 6 Support for Industrial Development
(1) New Industrial Projects
For newly established farmstay and homestay businesses with fixed investments of 2.5 million yuan or more that have been in operation for at least one year and have no record of misconduct or workplace safety incidents, a one-time subsidy of 20% of the fixed asset investment will be granted following a third-party assessment led by the competent authority. The maximum subsidy per project shall not exceed 500,000 yuan, to be distributed over three years in a 4:3:3 ratio;For homestays (agritourism facilities) developed using idle rural, farmer-owned, or collective housing that have passed inspection and been in normal operation for at least one year, a subsidy of 15,000 yuan per guest room shall be provided.
(2) Industrial Upgrading
For existing and operational farmstay facilities, homestays, and rural tourism demonstration sites (including provincial-level leisure tourism demonstration sites) that undergo industrial upgrading and renovation to enhance service capacity, quality, and brand image—provided the renovation investment exceeds 500,000 yuan, there are no adverse records or work safety incidents, and the business has been operating normally for at least six months—a one-time subsidy of 20% of the actual renovation investment will be granted following verification of the audit results, with a maximum subsidy of 200,000 yuan.
(3) Business Operations
1. For tourism hotels rated 5-star, 4-star, or 3-star, starting from the second year, they may apply for business support incentives. Annual subsidies of 50,000 yuan, 30,000 yuan, and 20,000 yuan will be provided according to their respective ratings, with the incentive period lasting three years.
2. For establishments rated as “Premium East Anhui Farmhouse” or “East Anhui Farmhouse,” starting from the second year, they may apply for operational support incentives. Annual subsidies of 30,000 yuan and 20,000 yuan will be provided, respectively. Each business entity is eligible for only one subsidy at the highest standard per year, and the incentive period lasts for three years.
3. For restaurants rated as 4-star or 3-star tourist restaurants, starting from the second year, they may apply for operational support incentives, receiving annual subsidies of 20,000 yuan and 10,000 yuan respectively, for a period of three years.
4. For establishments rated as Class A, Class B, or Class C tourist homestays, as well as "Premium East Anhui Homestays" and "East Anhui Homestays (Inns)," starting from the second year, they may apply for operational support incentives. Annual subsidies will be provided in the amounts of 500,000 yuan, 100,000 yuan, 50,000 yuan, 20,000 yuan, and 10,000 yuan, respectively, based on their respective ratings. The incentive period is three years.
Article 7: Support for the Integration of Agriculture and Tourism
For new pastoral landscapes constructed on farmland along major scenic roads within the county (Jiaoling Scenic Route, Beautiful Rural Areas “First and Second Ring Lines”) or within scenic areas and attractions, specifically designated for tourism and with a contiguous planting area of 100 mu or more (equipped with a visitor center, public restrooms, parking lots, flower-viewing trails, viewing platforms, and signage), the operating entity shall submit an application, which must be recommended by the local township people’s government.the County Culture and Tourism Bureau will take the lead in organizing relevant departments such as the Finance Bureau and the Agriculture and Rural Affairs Bureau to review and verify compliance with requirements. Upon approval, a one-time subsidy of 100 yuan per mu will be granted for the pastoral landscape, with a maximum subsidy cap of 500,000 yuan.For leisure and fruit-picking sites developed along the route that feature a visitor service center and cover an area of 30 mu or more, the operator shall submit an application, which must be recommended by the local township people’s government. The County Culture and Tourism Bureau shall take the lead, in conjunction with the County Agriculture and Rural Affairs Bureau and other relevant departments, to review and verify compliance with the requirements. Upon approval, a one-time reward of 50,000 yuan shall be granted.
Article 8: Support for Tourism Market Development
Incentives for attracting tourist groups: To encourage local tour operators, tour organizers, and self-driving tour groups to bring tourist groups to Quanjiao, groups on two-day or longer tours must visit at least one paid A-level scenic spot in Quanjiao and stay for at least one night at a star-rated hotel, certified homestay, or East Anhui-style farmhouse within the jurisdiction. For a cumulative total of 2,000–3,000 visitors received throughout the year, a reward of 40 yuan per person will be granted.For 3,001–5,000 visitors, a reward of 60 yuan per person will be granted. For 5,001 visitors or more, a reward of 80 yuan per person will be granted. The annual period is calculated from January 1 to December 31 of each year. The total annual reward for the county shall not exceed 3 million yuan, and the annual reward for any single tour operator shall not exceed 500,000 yuan.
Article 9: Support for Tourism Image Promotion
(1) Enterprises are encouraged to participate in tourism and cultural exhibition and marketing activities. Approved county-based tourism enterprises or model tourism product enterprises that participate in relevant exhibitions organized by national, provincial, municipal, or county cultural and tourism systems will receive expense subsidies.For events lasting one day held outside the province, outside the city, or within the city (excluding within the county), one-time subsidies of 3,000 yuan, 2,000 yuan, and 1,000 yuan will be provided, respectively. For events held outside the province or outside the city, an additional 500 yuan subsidy will be provided for each additional day. The duration shall be determined based on the number of days specified in the event notice.
(2) For dishes selected as the “Top Ten Famous Dishes” or “Top Ten Famous Snacks” in the annual Quanjiao County Rural Tourism Culinary Competition, a reward of 10,000 yuan and 5,000 yuan will be awarded, respectively. For dishes newly selected as “Distinctive Chuzhou Cuisine,” “Gold Medal Snacks,” or “Innovative Dishes” in the “Delicious Chuzhou” Tourism Culinary Competition, rewards of 15,000 yuan, 10,000 yuan, and 10,000 yuan will be awarded, respectively.For dishes newly selected as “Anhui’s Finest Flavors · Famous Snacks from 100 Counties” or “Must-Visit” specialty restaurants in Anhui Province, a reward of 20,000 yuan will be granted.
(3) Enterprises that organize or host promotional events for local cultural tourism festivals and competitions, and implement them after filing for approval with the County Culture and Tourism Bureau, will receive a one-time grant of 50,000 yuan or 30,000 yuan if the event is covered by national or provincial mainstream media; for events held for three consecutive sessions or more, a one-time grant of 100,000 yuan will be awarded starting from the fourth session.
(4) Comprehensive educational practice bases for primary and secondary schools that have been certified at the municipal level or above will receive a funding subsidy of 10 yuan per person for each batch of 50 or more students participating in study tours (provided there are teaching materials and a detailed plan).
(5) Through government procurement of services, support will be provided for specialized tourism marketing, promotional campaigns, product development and design, and the development of tourism think tanks, with an annual budget not exceeding 1 million yuan.
Article 10 Support for Cultural Tourism Project Development
Loan interest subsidies shall be provided for tourism development projects listed as key projects by the County Party Committee and County Government, or for cultural and tourism projects that serve as exemplary models for the development of the local tourism industry. The subsidy rate shall not exceed half of the RMB Loan Market Quotation Rate (LPR) on the disbursement date, and the subsidy period shall not exceed two years.Interest subsidies for a single project shall not exceed 300,000 yuan. Rural tourism and public tourism projects shall be given priority for government loan interest subsidies. The total annual interest subsidy fund for the county shall not exceed 2 million yuan. Fiscal interest subsidies shall be based on the benchmark lending rate at the time of disbursement. A single project shall not receive duplicate government interest subsidies from other categories.
IV. Application, Approval, and Management of Funds
Article 11: Where provisions of these Measures overlap with incentive schemes issued by higher-level cultural and tourism authorities, the highest award standard shall apply. For incentive funds requiring matching contributions from the county treasury, the specific ratio shall be determined in accordance with higher-level documents. Projects under the same brand category shall not receive duplicate county treasury matching funds. Projects that have already received policy incentives, such as those under investment promotion schemes, shall not be eligible for duplicate applications. Tourism projects or facilities constructed with government investment shall not be eligible for incentives. For projects involving upgrades, differential incentives shall be applied uniformly.
Article 12: Entities meeting the above reward criteria shall submit a written application to the County Culture and Tourism Bureau by the end of March of the year following the achievement of the reward-eligible results, along with relevant supporting documentation. Failure to apply by the deadline without major special reasons shall be deemed an automatic waiver, and the relevant departments will not accept such applications.
Article 13 Upon receipt of the applicant’s written report, the County Culture and Tourism Bureau shall promptly review and verify the application in conjunction with relevant departments to determine the award amount. The County Culture and Tourism Bureau, in conjunction with relevant departments, shall jointly issue the award notification. The recipient (the legal representative of the entity or the individual) shall proceed to the County Culture and Tourism Bureau to complete the fund disbursement procedures in accordance with the award notification.
Article 14: If an applicant entity experiences a major tourism safety incident, a major tourism liability incident, or a major tourism complaint dispute during the application year that results in significant impact or consequences; or if it receives administrative penalties from cultural, tourism, or other relevant departments for violations of laws or regulations; or if it fails to comply with routine tourism industry management or demonstrates poor performance in normal tasks such as tourism statistics; or if its business income is not taxed in Quanjiao County or the applied-for project is not organized and implemented in Quanjiao County, its eligibility for the award shall be revoked without exception.
Article 15. Award-winning entities or individuals shall voluntarily accept supervision and inspection by relevant departments, including the County Culture and Tourism Bureau and the County Finance Bureau, regarding the use of their award funds.
V. Supplementary Provisions
Article 16 The County Bureau of Culture and Tourism shall be responsible for interpreting these Measures.
Article 17. These Measures shall take effect on January 1, 2023. The original “Quanjiao County Measures for Rewards to Promote the Accelerated Development of the Tourism Industry” (Document No. 20 [2021] of the County Government Office) is hereby repealed. Reward policies implemented between June 3, 2022, and December 31, 2022, shall be governed by these Measures.
