Chapter I General Principles

Article 1 In order to accelerate the construction of world-class high-tech parks, implement the "Opinions of the State Council on Promoting the High-Quality Development of Innovation and Entrepreneurship to Create an Upgraded Version of "Double-Creation"" (Guofa [2018] No. 32) and the "Several Policies and Measures for the Construction of a World-Class Hi-tech Park in Hefei Hi-Tech Zone" ( Hefei High-Tech Zone [2020] No. 62) and other documents, and actively promote a number of Hefei High-Tech Zone's advantageous and distinctive Internet + New Economy demonstration application products (hereinafter referred to as "New Economy products"), accelerate the improvement of the independent innovation ability of enterprises in the zone, strengthen the docking cooperation among enterprises in the zone, promote the optimization and upgrading of industrial structure and the transformation of development mode, and realize the sustainable development of the new economy. To realize the sustainable development of the new economy, these measures are hereby formulated.

Second Article The new economy demonstration application products referred to in these measures refer to the software and hardware products in Hefei High-Tech Zone that are in line with the national, provincial and municipal new economy industry direction, have independent intellectual property rights, advanced product technology, and belong to the seven new scenarios of application innovation of smart city, future education, future health, smart station, unmanned vehicle, quantum application, and future smart manufacturing.

Article 3 The new economic products implement catalog management, and the identification work follows the principles of openness, justice, fairness and science. Recognized new economic products are included in the "Hefei Hi-tech Zone New Economic Demonstration Application Product Catalog" (hereinafter referred to as "Product Catalog"), announced to the community.

Chapter II Declaration Conditions

Article 4 The application for inclusion in the "Product Catalog" of products and enterprises should meet the following conditions:

(a) The application for inclusion in the "Product Catalog" of the product should meet the conditions:

1. In line with national laws and regulations, industrial policy, in line with the national, provincial and municipal cities of the development of the new economy industry Direction.

2. Possess independent intellectual property rights, independent design, production and direct provision of services by the declared enterprises, product design, production, circulation, consumption and other aspects of the advantages of the more prominent in similar products in the international and domestic leading level, market prospects.

3. One of the following three types of products:

(1) new electronic consumer products: for Hefei Hi-Tech Zone enterprises widely consumed electronic products;

(2) new application scenarios solutions: belonging to the smart city, the future of education, the future of health, the smart station, unmanned, quantum applications, the future of the seven new scenarios of intelligent manufacturing within the scope of the application of innovation

(3) Enterprise-level software products: innovative software products widely used by enterprises in Hefei Hi-tech Zone.

4. In line with national, local and industry-related quality standards, and in line with environmental protection, energy saving, safety and other relevant regulations.

(2) Enterprises applying for access to the Product Catalog shall meet the following conditions:

1. Science and technology-based enterprises registered in Hefei Hi-tech Zone that independently research and develop and produce new economic products.

2. Paying taxes in Hefei Hi-tech Zone according to law.

3. No bad credit record of the enterprise and the main operator in the past 3 years.

4. High-growth enterprises recognized by the Administrative Committee of Hefei Hi-tech Zone or enterprises with at least 30 employees paying social security.

Chapter III Determination Procedures

Article 5 Enterprises applying for the determination of new economic products shall submit the following materials:

1. Application form.

2. Documents of legal personality of the declaring enterprise. Including a copy of business license with unified social credit code, last year's enterprise income tax return, last year's social security payment certificate.

3. Reflect the level of technological innovation of the product certification materials. Including product-related intellectual property certificates, enterprise innovation platform construction; leading or participating in national or provincial major projects, major projects; leading or participating in the development of international, national or industry standards and other related materials.

4. Other materials to be provided, including bank credit rating certificates, high-tech enterprises, quality management system certification and other certificates, product standards, technology to fill the gaps and other related materials.

Article VI of the new economic product identification work in accordance with the "organization declaration, expert evaluation, media announcements, dynamic management" procedures, identified once a year, the product catalog is regularly updated. Specific processes are as follows:

1. Organization declaration: led by the Hefei High-tech Zone Science and Technology Bureau, the organization of the region's enterprises to declare the "new economy products", the declaration of the materials provided by the enterprise for the initial review, check the enterprise originals and photocopies.

2. Expert review: Hefei Hi-tech Zone Science and Technology Bureau of the enterprise products meet the reporting conditions for summary and classification, and organize relevant industry experts to review. According to the expert review, put forward the preliminary list of evaluation and recognition.

3. External publicity: the recognized "new economy products" list in the Hefei Hi-tech Zone official website, the publicity period of five working days.

4. Announcement of the catalog: no objection to the expiration of the publicity period, the Hefei Hi-tech Zone Science and Technology Bureau announced the inclusion of the current year's "Product Catalog".

Article VII of an enterprise with a maximum of two products selected for the "Product Catalog", such as a product with a different series of models, as a product selected.

Chapter IV Transactions and Cashing

Article VIII Enterprises whose products have been selected shall register, log in to the new economy product management platform, sign the commitment letter online, and shelve the selected new economy products in accordance with the requirements. Enterprises in the district with purchasing intention shall register, log in to the new economy product management platform, sign the commitment letter online, and after completing the selection of products, submitting orders, online negotiation, offline signing, and executing the agreement on the new economy product management platform, the purchasing enterprises shall upload the purchase contracts, sales invoices, payment vouchers, and other relevant supporting materials (all of which shall be noted with the platform's contract number), and then complete the transaction after the system of the selling enterprises confirms the transaction.

Article 9 Enterprises applying to purchase products in the Product Catalog shall meet the following conditions:

1. Enterprises registered in Hefei Hi-tech Zone.

2. Paying taxes in Hefei Hi-tech Zone according to law and having at least 3 employees paying social security.

3. No bad credit record of the enterprise and the main operator in the past 3 years.

Article 10 of the purchase of new economic products within the enterprise to give a certain percentage of the transaction contract amount of the transaction subsidies (10% of software products, 5% of hardware products), in principle, to give the maximum amount of subsidies for a single transaction contract of up to 200,000 yuan, the maximum amount of subsidies for a single enterprise's annual transaction of up to 1 million yuan, the total amount of financial cash funds for the whole year up to 20 million yuan, in accordance with the principle of quota system. 20 million yuan, to the principle of the quota system to carry out the cash.

Article 11 The two parties to the transaction of new economic products must not have any investment and investment and affiliation, property rights ties and other related relationships that affect fair and equitable market transactions.

The transaction contract shall be clearly priced (in the form of modular pricing for software products), and the contract price shall not be significantly higher than the average market price of similar products of the selling enterprise.

Article XII of the subsidy cash take online applications, regular acceptance, centralized review. Cash at least once a year, the specific cash time to be announced.

Article XIII of the encashment period, the purchase of enterprises to log in the management platform to submit applications for encashment. The management department verifies the encashment application and determines the encashment list. In the new economy products and docking shelves to the Tmall franchise, trade order subsidies in accordance with the subsequent operation will be notified.

Article XIV The list of proposed cash and the amount of publicity in the official website of Hefei Hi-tech Zone, the publicity period is five working days. After the publicity of no objection, Hefei Hi-tech Zone Science and Technology Bureau in accordance with the cash flow, the subsidy funds allocated to the purchasing enterprise.

Chapter V Management Measures

Article XV of the products listed in the "Product Catalog" for dynamic management, valid for two years, the expiration of which must be re-declared in accordance with the procedures identified.

Article 16 The Science and Technology Bureau of Hefei Hi-Tech Zone, together with the relevant departments in the area, will conduct an annual assessment of the transactions of new economic products and commission a professional third-party organization to randomly check the transactions at a rate of 10%-20% per year.

Article 17 For transactions in which there is malicious collusion, falsification and other illegal and irregular behaviors, both parties to the transaction will be dealt with seriously, cleaned out, included in the list of enterprises with lost trust, and made public. At the same time, the purchasing enterprise must return the annual purchase of new economic products trading all the allocated subsidy funds; within three years, the district government to cancel the transaction between the two sides of all policy declarations of financial support, and will not be recommended to the state, provinces and municipalities to declare all policies. Suspected of violating the law, will be investigated in accordance with the relevant legal responsibility.

Chapter VI Supplementary Provisions

Article 18 Hefei High-tech Zone Science and Technology Bureau is responsible for the development of new economic products, policy, supervision and management, the organization of the new economic products identified, the transaction audit and cash work. Hefei High-tech Zone Finance Bureau is responsible for the new economic products to cash funds to protect the work.

Article 19 The enterprises on both sides of the transaction shall cooperate with the relevant departments to log in the Torch Statistical Survey System of Science and Technology and report the Torch Statistical Report of the Ministry of Science and Technology and all kinds of statistical reports.

Article 20 The subsidies of the Implementation Measures shall not be duplicated with the supportive policies of Article 5 of "Several Policies and Measures for Hefei Hi-Tech Zone to Construct a World-Class Hi-Tech Park".

Article 21 These measures shall come into force on the date of issuance and shall be valid for one year.

Article 22 These measures shall be interpreted by the Science and Technology Bureau of Hefei Hi-tech Zone. In the event of national, provincial, municipal policies and regulations adjusted, inconsistent with the implementation of these measures, in accordance with the relevant provisions of the higher level.
